Importing Race Car?

I have a quick question, a friend gave me a call today and is interested in importing a race civic from japan. However he has no plan to rego it, he was thinking to just swap all the gear over into his civic or use it as a race car.

What is the go regarding importing a car for the above purpose and what is the cost involved ?

Car is 1989 model (平成1年 (1989年) -月 )
