Recommend Someone To Fix Rust And Paint

This is my friend's Fiat X19 Project, he's loooking for someone to fix the rust & paint it the same colour so it can be registered.

He would like to get a written quote and an expected time frame to complete the job.

He will pay for materials up front and the labour when the job is completed to a satisfactory standard.

Looking to spend around ~$7k for the rust repaired and outside sprayed factory colour, wheels blasted and sprayed gunmetal greay and the engine lid black.
