He does have a moral obligation, arguably. Just not a legal obligation. You wouldn't either in the same situation (have a legal obligation, that is).

Personally I don't think its all that amazing the sample got lost; these things do happen. I'm not sure anyone in the police service would loose it intentionally: why would they? It just makes them look bad. Moreover, it should be rather easy to track down which officer/etc was responsible for picking up the sample...

I think he's the one who is on 3 government pensions and also has this job as a Judge. Once he's done 10 years as that he can retire on 4 government pensions.
