if i were to fit bigger turbo is it safe to drive without dyno'ing first

I'd say it would depend how big and how much boost. If the things starts flowing air faster than your computer can match the fuel, you'll lean out which = bad bad bad!

With very low boost you should be ok. Just don't expect a performance imrovement until your fuel issues are sorted.
