When Is It Time For Studs And Bolts???

please forgive me if i dont know the proper "Motor lingo" but here goes.

ive read alot about RB26 motors being worked and having huge turbos put on and making amazing power figures but does anyone ever change the studs and bolts in the head? im not sure exactly what they are but i think its the studs and bolts that hold the top end on to the bottom end. i think a standard RB26 motor has them set at 60pounds per foot or somthing, but if you start making serious horse power you need a set that tighten to 80pounds per foot to keep the compression in the chambers.

does this sound right? what sort of power are we talking when its time to change the studs and bolts? can anyone help me??? :D
