Rust, how do i get to it?

when it rains and my car hasn't moved for ages i can start to see brown water coming out from under the black kick pannel in my door, the bit that says SKYLINE on it, sortof a step. how do i remove this to see if its bad rust? or if its just dirt?

if it is rust, how much do u think it will cost to have it removed?

just pull it off. its only plugged in. it could be rust from around the holes that the plugs plug into. i doubt it will be bad rust.

just pull it up really hard, careful not to snap off the plugs though
