Turbo Not Working

My son took his car to get inspected today and when he picked it up the car was running with no turbo????

What could make the Turbo just stop working like that

Does it still make Spooling noises? Does it sound like a supercharger? or is it totally silent?

If you take the intake pipe off, can you spin the turbine by hand?

Are ALL hoses connected?
