If it is leaking from the seals AND you've changed them AND you're sure you've done the best job possible, then you're possibly at the same point as a lot of people get to which is to either replace it with one from another engine or bypass it.

They don't just leak from the seals. When these engines don't get the best care and attention (think coolant changes) the coolant can get acidic and eat the easiest to attack parts of the circuit. One of those is the oil HX.
