How would a catch-can make it worse ? Turbo seal or ring-lands. If it's ring lands then a leak-down test will show it, if it's turbo seal you'll need to drop the dump pipe off to check. I had a similar situation many years ago, assumed it was turbo seal, replaced turbo etc, and then discovered it was actually the rings
