In skylines it's normal for the low beam to turn off when the high beam is flicked on,. But if it is still a concern you can modify the wiring to make them stay on

If you must use a tomei procam use the 260 with 10.25 lift But trying to stay with the standard cams on a 2.6 is always the best option, my tomei type b were to big for my 2.6
