How Do I Lower My Headlights?

I want to lower my drivers side headlight as it is not level.

I see an adjustment behind the headlight that needs a socket to turn it.

But when i turn it either direction the headlight only moves a small amount.

Which way do i need to turn this to lower the headlight?

i think you tighten it to aim it down, loosen it to aim it up...

but on the drivers side, i cant get to mine without taking out the washer bottle and moving the fuse box...
