Ummmm to me it looks wayyyyy dodgy

A - it's not a STi

B - it's not a 1999

The tail lights, dash and DCCD controller are not there, amongst other things, so IMO it's a re-birth.....i.e Dodgy.

Only the chassis number would tell me what it is.....
