It has alot of scratches on all the rims and some dep scratches on the bumper.

Ad says "very good condition" more like average.

Ring the guy and question him about these things?

He might not speak or read english well and these thing might just be mistakes.

Or it's a total rip off.

You can still get it inspected and that will reveal all
