Non-turbo becomes turbo? Dreaming if you think they consider that to be a "downsize". You will have to comply with whatever they say you do, which at a minimum will mean R32 sized brakes. In SA you could get by with a properly written application and fronting for tech inspection with a completely roadworthy car and no need for an engineer to be involved - provided you make sure that the car will tick all the boxes that an engineer would require. In other states it is usually easier to involve an engineer, but I don't know about NSW in particular.
