Do you know if the car is tuned for response does that limit the top end power.

I changed , turbo,cams , tomorrow exhaust and needed a new fuel pump. the tuner was trying to get what I asked for, response.

Would a newer model Haltech R34GTR ECU contribute anything to the tune and the results you are after

Nothing in the purely software/mapping side of a tune will limit max power if response is optimised. Physical changes, such as cam timing/turbo choice etc will.
