You would lose maybe 10% of rwkw due to automatic transmission.
Manuals will be faster due to this greater power and also gear changes (unless the user can't change gears quickly).
You want to keep the same diameter as stock rim + stock tyre.
So if you get a bigger rim, it means the tyre size (profile) has to be smaller - low profile tyres.

Rim size has the biggest impact.
19" - hope you drive on smooth roads
18" - bearable but looks the best
17" - best compromise between comfort, looks and performance
16" - too much sidewall in tyres - not as good in performance.
If you have 18" you won't necessarily need to lower it - remember that when changing rims the diameter of the wheel/tyre should stay the same as the stock rim/tyres so that your speedometer will not be rendered inaccurate.
I've seen 20" on Skylines before. The bigger the diameter of the rim, the lower profile tyres you have to get.
For GTSTs, without guard modification and with appropriate offset the widest is around 8.5 at the front and 9.5 at the back.

Is that one long (bunch of) wire coming out the emanage at the bottom and being coiled up so it comes out of the top of the picture?
Also, can you provide some clear pics of both ends of the emanage?
