    I got weather shields but the passenger side is missing about 15cm that has snapped off, just where it mounts near the mirror.

    Sound's like an input shaft bearing. Relatively common in Skylines/silvia's around that age. Also relatively harmless, just a bit annoying. Big job to replace though.
