FMIC is always the way to go. You could get a decent HKS 25/30 for the $1800 mark. With a budget of $5000, you should be able to install FMIC, Turbo and CAI easily.

Has the car been converted from non-turbo to turbo??? Maybe the rubber plug that seals the wiring loom going into the LH front footwell is missing or broken?? Just a suggestion.

You need to locate the wiring which comes out of the ignition and is held onto the steering column by a black plastic tie. There is a plug at the end of this and if you have the right loom adapter for your car, it will plug straight in. It starts getting a bit more tricky when you don't have a plug in timer and have to locate and solder wires together.

No point in owning a GTS4 if you are going to run in it RWD all the time (and its not good for the front diff!). R32 + S13 should be on par for 3rd party insurance. S13 is lighter and will S13 will probably perform better with the right mods, compared to the R32. But then again, the R32 is much more of car for the money and has more style than a Jap Gemini. Tough one to decide on as they are both good cars, but I'd go the Skyline - looks better and is built stronger.
