all jap cars came with one. just in case you were stuck on a mountain somewhere i guess. they are all usually expired and quite fun to screw around with. you can get a replacement at camping stores i think

Pretty sure the compliance shops have to take the flares out, I was given a flare by a nice person though (has a bag full of them).
