Because in the Westminster system of Government they are the only ELECTED body of those you mentioned and are responsible to the people.

Judges and lawyers are too busy rorting the Tax system and avoiding the ATO.

And speaking of the ATO an executive branch of the govt. they are already a law unto themselves .

As are all govt departments.. You can even imprison people unlawfully for over a year, deport them, do whatever you want and you still get to keep your job as the minister of said department..
