    Nup it's insurance for injuries of people that you hit - and these days, also the driver of the insured's car. The reason given ( in newspapers I must admit) 3 years ago as to why CTP is higher in NSW than other states is because we have more accidents here (in NSW - particularly SW metropolitan Sydney).
