A simple query could be written to monitor water usage that exceeds X litres. If they are serious about it, there will be a way otherwise they wouldnt bother trying to enforce it.

That was similar to the one in the English Channel about 4 years ago full of BMW's, Audi's and Merc's going from Germany to the UK. Had about 20mil pounds worth on board but that actually sank and water is one of the things that sadly doesnt leave much of the car useable.

Div Hunter - seeing as you are intent on bringing overseas studies into this, I suggest a look at the fatality rate in the UK from Road Traffic Accidents (not the NSW road authority!) and the statistics that accompany those from driving lower power cars. You would be getting on for mid 20's by the time anyone would insure you reasonably on a car like that there, for a reason! BTW - Roy I tried calling but they weren't happy as I woke them up.
