Attach HID bulbs to ballasts. Put in HID bulbs. Put ballast in a nice safe place in your engine bay. Are you referring to the fake HID halogen globes? HIDs compared to halogen is like chalk and cheese, HID have 3x the light output of halogen and last 10x longer. Pics are at the top of this thread mate. As for compliance, you will need to find out what bulb type you have now. There is a HID kit for every bulb type. As long as you get a sensible colour temp and have your headlights angled properly i dont think you will have a problem. I have HIDs in both of my cars and never had a problem.
