200rwkw is fairly easy and
std turbo, exhaust, intercooler, ecu, fuel pump, cold air intake, boost control to 0.85kgcm2
the std turbo will be at it's max
220rwkw + is the same + new turbocharger
so allow another $1500-$2000 for 220rwkw+
agree 250rwkw mid 13 is poor driver, poor setup, or combination
still makes a quick car on street
my PB with a slipping diff and mediocre traction was 13.7 at 105mph with 192rwkw
even a 800KW gtr/GTST/GTS could get decent economy
it comes down to how the car is setup (tyres, suspension, tune, working 02 closed loop or good wideband tune)
and how you drive it
imho the pfc is useless without the hand controller
you may as well have a remap
that is, a tuned ECU, in a static state, with no visibility and no change ability
basically if any problems or warning lights etc
you cant do a thing other than guess what it might be
and waster time with your tuner and $$$
if you have the hand controller you do half the work yourself
and sometimes even fix it yourself with some reading
even a trivial task such as putting in 95 penis fuel
is a sinch with the hand controller if you get stuck with no local 98
it will be more than a few degree's difference if done correctly
as adriano said subaru and mitsu didnt do it for fun and certainly not for two deg temp drop on the intake
i reckon ballpark it would be a drop of 15-20deg would be more reasonable when done correctly
ie compressor outlet 75deg after water soaked intercoller core sub 40deg air temp
taking into account the intercooler itself will drop the temp too
to prove how useful it may be
blow hot air onto your wrist (where you slash if you are trying to kill yourself / EMO)
now wet that area with water or just lick it
blow how air again onto the same area
post in the local perth sections or look for local perth threads
or better yet find the local perth sau wa team and find their local meetings
attend one of those to find some good guys, they will have plenty of info
get one (make sure u get the right vesion) it is worth it and allows you do to everything
an online emulator is here http://www.paulr33.com/powerfc-emulator/menu.html
the FAQ is here http://www.paulr33.com/powerfc-faq/powerfc-faq.htm
covered in the pfc faq in my sig, the consult port is not emulated by the powerfc
the powerfc has its own hand controller which is much better so no need or purpose for consult
its a a bit all over the place really. how did you find this mess
