this only occurs if the AFM are too close to the inlet, and reverberation etc. if its spaced as far as possible, these issues seem not to occur

One set of skins is 100-120 IIRC, so you can see it won't take long. plus generally target specials just don't last I've found.

Can't see how that's going to help you when there has been no long term medical study ever been undertaken on the matter. certain types obviously will have detrimental effect, but the key point is nobody knows how long, how much and so on will have effects - if at all. Is 5cycles too many? is 20? Questions that you cannot argue or dismiss because you have nothing to back with.

depending on the mobo, chipset etc - it wont be possible. I've seen weird shit happen on older gen mobo's with IDE and SATA connected @ the same time. Given price of a 1TB SATA drive (under $100), its easier just to buy one than deal with the issues sometimes.

There is no such thing as EPA approval for ECU in Victoria. You cannot get approvals either realistically. If the loom is too hacked up, but a new GTR loom from Nissan (~$600-700) and get a PowerFC ($900) or similar and go down that path. At least then when you get defected, and it will happen, you can just put the stock ECU back in and away you go. Whilst a new loom might sound expensive, if the F-Con is wired in like i think it is, it'll be easier and cheaper just to start over. Also the fact ANYONE can then tune your car, rather than you be restricted to 1-2 people...

not much in it really, if the bottom end needs a rebuild the top end is only worth $1000 give/take. Bottom end really isn't worth much at all in rebuild condition

If thats all the power you want, Garrett -7s mate. The -5s will make 380rwkw or there abouts, so totally not what you want. Just have a search and a read through the dyno results thread, you'll soon see what you need in terms of parts. For 280rwkw you'll get away with stock injectors and AFM so a good saving of $$$ in that respect. Motor wise - no idea mate. I've never purchased one but there is already one place mentioned so far

Well the owner of OH ended up hitting a tree and is no longer on this earth - hence the shop has shut i believe. However you can't really just fit one cyclinder. Nor will you get away with it all for $4,500 (taking into account turbo price/fitting). So as Scott said, the only way to meet that budget is get a 2nd hand R33 motor, change turbos, bolt it in. -5s in that case will also be the wrong choice as you will not be able to fully utilise them on a stock motor as reliability terms would suggest to be more conservative as you are obviously low on budget/funds. Even @ 4.5k you'll wont even get there TBH. 2nd hand motor, installed, turbos (id say -9s) then ECU/tune/clutch/AFM/Injectors and everthing else that goes with it. Will come to a lot more than 4.5k

Garrett -5s are not the same as HKS 2530's.

A 3540 on a stock motor is not really useful mate. I think you need to do a lot more reading. 3540 is a 700hp turbo, you'll need to spend around $15,000-$20,000 in parts/setup to be able to use it properly. And given you are worried about spending money on two dyno runs, you really need to educate yourself a bit more.
