So replace each bolt with the ARP item individually, in the appropriate order, can't say if you will need the cams out, but is that an issue anyway?

The ones that are still seized you can squirt some freeze /lube on them and try again, as for removal of the broken one try the square or star section easy-outs, the round conical ones are shit in my opinion. The safe option is to take the caliper to a brake specialist.
