There are always skills, they may not be just technical but external skills such as: Team Working/Leading Problem Solving Budget Control Meeting Deadlines Presenting Reporting Working under pressure Working within tight or no constraints Exceeding expectations The list goes on........... Knowledge of systems, integration of them, how they work, what does/doesnt work etc etc IT - is technical unless your a manager, even then you have to have an understanding of the core systems and what not.
