Reasons Why A Highflow Won't Make Boost?

I have an rb20 highflow turbo on an rb25det (believed up untill about a week ago that it was an rb25det highflow)

My tuner has told me it won't make / hold boost? It went fine on 16-ish psi when I had it on my 20....

Other than the obvious actuator stuck open, what could it be? I don't understand how it can be fine on one motor then all of a sudden not work on my new motor

Have you tested it with the actuator jammed so it won't open? (Carefully!)

Who highflowed it? What marking is on the exhaust housing? How big is the turbine exducer diameter?

Found the problem, was a simple fix :S cheers

Yeah, I asked why my turbo won't make boost, and my tuner told me that's a common problem with the rb25de....
