Looked in the letterbox today to find an my local newspaper, normally it goes straight to the recycling bin but todays frontpage headline was interesting. :lol:

As much as this hoon hotline will be useful since in Frankston theres bogans ripping up the road at 4AM, to suggest simple non-hoon actions as anti-social driving is just stupid.

Imagine your working on your car in the front yard, and to check something you need to rev your motor repeatedly, since you have an exhaust it will be louder than usual and your neighbour reports you :blink:

How about some uneducated bogan kid runs out in front of your car out of no where for no reason (an everyday occurance in Frankston :) ) and you have to brake really hard? Wait I must think... hit the kid or screech your brakes/skid to stop just in time and end up being reported for hooning. At this point hitting the kid seems like an attractive option since we don't really need retarded bogan kids who just run onto the road without looking, AND I also don't need to be reported for hooning. :P

The big issue i see this having is if some one doesnt like you, and youve got even a slight exhaust upgrade on your car is to report you hooning in an area relativly close to your home thus making you at fault, and you most likely being in the area. Its silly, but im sure people have had things called up against them just because some one in particular doesnt like them.

Did they think of this, or do they think all car enthuiasts are 'hoons'

Obviously it wouldnt work in most suburbs but you all have to admit frankston is one of the worse suburbs when it comes to this sort of crap.. or any crap for that matter :)

Yer I didn't say I didn't support it because I hate hoons ripping up my street in the middle of the night but I'm just saying that classifying revving your engine anti-social is taking it a bit too far. Anyone with a slightly louded exhaust will just get dobbed in by all the old farts who think because your cars louder your actually driving at a faster speed.

Also like others meantioned, if someone has an issue with you then they will dob you in and what can you do?

Its just used as a gimmik by local councils etc to win votes from the minority groups who makeout this is such a massive issue @ thier monthly council meetings.

Nothing more. The police cant do squat.

Think about it. Its your word against some other common joe.

No, only a police officer (and perhaps an officer of the EPA itself) can report a noisy vehicle. However there's nothing to stop Joe Public taking the number plate of a car and walking into a police station to make a complaint. The police can then investigate. See here:

If it's your car, apparently not. If it's a hire car or company car, etc then the 'true' owner has the opportunity to seek some compensation. Details are somewhat sketchy.

Ash is right... police can't act upon "hearsay". There must be proof of an offense being committed before you can be charged...

I don't believe the hoon hotline idea is very useful, more than council's or police trying to be seen in the eyes of the community as "doing something" about reckless driving on the roads. Although there have been a few times I've seen very dangerous driving on the road and just *wished* there was an undercover cop watching it happen to take action.

Ah well, these type of drivers will either grow up and get over their reckless 'hoon' behaviour, or end up in jail or dead. The sad thing is that they could take someone else's life in the process.

From what i understood of these new laws if the car doesn’t belong yo you weather is be company or relative they cant actuary take the car away from you but they can take a car that is in your name... so what do we go and do ppl buy a lil kick around have it in our names and then have our lines under our grandparents/parents name that way they are more than welcome to take my $300 car. It will all be because someone has an issue with my car although i have done nothing wrong...

Who knows but again from what i understand you have to be doing in excess of around 40km or dragging or serious burnouts “HOON” stuff for them to take the car off you.. First time it's for 48Hours then 2nd im not sure and then the 3rd time they take it for good...

Hey we all know that this isn’t going to stop all our hoons in their “Vl Calais Turbo’s” etc but as Ash said it’s the government’s best way to keep the public happy and give them the impressions that they will be safe on our roads...

i read another article in the paper the other day which said something to the effect of 'after a third offence the car can/will be confiscated and sold at police auction, and if the car belongs to someone else they can apply for compensation'...it also went on to say the laws were aiming to "hit them where it hurts".

stupid really, they should just have more cops patrolling on the lookout for dickheads. Maybe cops who actually follow up reports <_<

Got the article, Frankston Councils are copycats, i may as well give them a call and tell them 'copycats!' or report one of the members of council car for hooning!

And i just catch the quote, "If hooning is their hobby they can pay and drive at tracks. The public shouldn't leave areas because of hoons behaviour." Where's the nearest track in Frankston? Sandown? Does Sandown usually open their doors to public every day? I don't think so, so that leaves Calder Park which is good 2 hours drive.

I remember a article about hooning @ same newspaper or other local newspaper, the owner of VL said, we'll stop if there's a track nearby.

As some said Frankston has worst drivers, i have to disagree, Dandenong is the most worst driver, (no offence to whoever lives there) most Dandy drivers can't drive! They tend to cut you off while it's peak hour traffic cause me to brake my 2 ton Patrol to avoid hit them in back!

I actually feel safe driving around Frankston, in my 5 years of living here, i yet to see bunch of hoons ripping burnouts in car park, it makes me wonder what good these anti-hoon phone thingo are...

Anyways, enough ranting from me, and feel free to correct me if some of these is wrong.

I think we hammer them for discrimination....

Spoke to a copper mate about this over breakfast yesterday. It will generally be employed for the real idiots. Remember you always have the right of appeal and to submit a complaint if an officer is overzealous or discriminatory. There must be a real offence.

BTW I picked him up in the GTR and gave a demonstration of wet standing start traction. He was, to say the least, impressed and with no wheelspin, there was no hoon behaviour :)

    • Update 3: Hi all It's been a while. Quite a lot of things happened in the meantime, among other things the car is (almost) back together and ready to be started again. Things that I fixed or changed: Full turbo removal, fitting back the OEM turbo oil hardlines. Had to do quite a bit of research and parts shopping to get every last piece that I need and make it work with the GT2860 turbos, but it does work and is not hard to do. Proves that the previous owner(s) just did not want to. While I was there I set the preload for the wastegates to 0,9bar to hopefully make it easier for the tuner to hit the 370hp I need for the legal inspections that will follow later on. Boost can always go up if necessary. Fitted a AN10 line from the catch can to the intake hose to make the catchcan and hopefully the cam covers a slight vacuum to have less restrictive oil returns from the head and not have mud build up as harshly in the lines and catch can. Removed the entire front interior just shy of the dashboard itself to clean up some of the absolutely horrendous wiring, (hopefully) fix the bumpy tacho and put in LED bulbs while I was there. Also put in bulbs where there was none before, like the airbag one. I also used that chance to remove the LED rpm gauge on the steering column, which was also wired in absolute horror show fashion. Moved the 4in1 Prosport gauge from sitting in front of the OEM oil pressure gauge to the center console vents, I used a 3D printed vent piece to hold that gauge there. The HKB steering wheel boss was likely on incorrectly as I sometimes noticed the indicator reset being uneven for left vs. right. In the meantime also installed an airbag delete resistor, as one should. Installed Cube Speed premium short shifter. Feels pretty nice, hope it'll work great too when I actually get to drive. Also put on a fancy Dragon Ball shift knob, cause why not. My buddy was kind enough to weld the rust hole in the back, it was basically rusted through in the lowermost corner of the passenger side trunk area where the wheel arch, trunk panel and rear quarter all meet. Obviously there is still a lot of crustiness in various areas but as long as it's not rusted out I'll just treat and isolate the corrosion and pretend it's not there. Also had to put down a new ground wire for the rear subframe as the original one was BARELY there. Probably a bit controversial depending on who you ask about this... but I ended up just covering the crack in the side of the engine block, the one above the oil feed, with JB Weld. I used a generous amount and roughed up the whole area with a Dremel before, so I hope this will hold the coolant where it should be for the foreseeable future. Did a cam cover gasket job as the half moons were a bit leaky, and there too one could see the people who worked on this car before me were absolute tools. The same half moons were probably used like 3 times without even cleaning the old RTV off. Dremeled out the inside of the flange where the turbine housing mates onto the exhaust manifolds so the diameter matches, as the OEM exhaust manifolds are even narrower than the turbine housings as we all know. Even if this doesn't do much, I had them out anyways, so can't harm. Ideally one would port-match both the turbo and the manifold to the gasket size but I really didn't feel up to disassembling the turbine housings. Wrapped turbo outlet dumps in heat wrap band. Will do the frontpipe again as well as now the oil leak which promted me to tear apart half the engine in the first place is hopefully fixed. Fitted an ATI super damper to get rid of the worn old harmonic balancer. Surely one of the easiest and most worth to do mods. But torquing that ARP bolt to spec was a bitch without being able to lock the flywheel. Did some minor adjustments in the ECU tables to change some things I didn't like, like the launch control that was ALWAYS active. Treated rusty spots and surface corrosion on places I could get to and on many spots under the car, not pretty or ideal but good enough for now. Removed the N1 rear spats and the carbon surrounding for the tailpipe to put them back on with new adhesive as the old one was lifting in many spots, not pretty. Took out the passenger rear lamp housing... what do you know. Amateur work screwed me again here as they were glued in hard and removing it took a lot of force, so I broke one of the housing bolts off. And when removing the adhesive from the chassis the paint came right off too. Thankfully all the damaged area won't be visible later, but whoever did the very limited bodywork on this car needs to have their limbs chopped off piece by piece.   Quite a list if I do say so myself, but a lot of time was spent just discovering new shit that is wrong with the car and finding a solution or parts to fix it. My last problem that I now have the headache of dealing with is that the exhaust studs on the turbo outlets are M10x1.25 threaded, but the previous owner already put on regular M10 nuts so the threads are... weird. I only found this out the hard way. So now I will just try if I can in any way fit the front pipe regardless, if not I'll have to redo the studs with the turbos installed. Lesson learned for the future: Redo ALL studs you put your hands on, especially if they are old and the previous owners were inept maniacs. Thanks for reading if you did, will update when the engine runs again. Hope nothing breaks or leaks and I can do a test drive.

    • Yea - I mean I've seen my fuel pump which is decades old and uh, while I'm not saying this with real knowledge... but I sure get the ick at using anything in the fuel system that produced the state of that pump. Many years ago I went through multiple pumps (and strainers) before I dropped the tank to clean it out with extreme violence. I'm talking the car would do maybe 50km before coming to a halt, which resulted in me cleaning out the filter with some brake cleaner and going on my way. None of my stuff ever looked like what came out of your fuel tank. I don't think I'd be happy with it unless every single component was replaced (or at least checked/cleaned/confirmed to be clean here).
    • I'm not going to recommend an EBC pad. I don't like them. Just about anything else would suit me better. I've been using Intima pads for a while now.
