I mam with you Raysboostin...it was a long while ago when i checked up, but irrespective of the head you put on the car and the emmission gear you run, use an RB30 bottom end and that means you have to have the SOHC head, Holden or Nissan ECU and NA or the RB30ET from the VL in order to comply with the emmissions for that engine. You deviate from set recipe then whats coming out the tailpipe can be called into question.
An RB26/30 is nether an RB26, or an RB30. Unless you are running the std ECU which means the engine complies with the emmissions tests that were completed to get import approval/compliance for that range of car...then most (the two i spoke with anyway) engineers will ask that your car undergo the expensive emissions testing to verify the hybrid engine.
This is why the APS kits cost so much money as their WRX, 200SX and TT 350Z kits are all complied and meet the emission requirements.
Of course there are probably those that have been given different advice, or have had different experiences....but just pointing out that you are not the only one that was given the above advice
