Of course they do - who else would have you do it? As stupid as some can be are qualified to ask you to get a vass certificate? That's f**ked up. Before any cop does a check on your car ask them if they have completed the according training and have the certificate with then that they can do a rwc check. Has caught out a few cops in my time they cbf calling tmu so I left. Police have been citing cars for YEARS over that issue. And honestly - how else would you get pinned for it? 99.9% of people are not going to own up to a modification that requires a VASS like that. EG 2. People also do illegal engine swaps. More common than you might think, and again well illegal in many ways in accordance with current laws. Whilst one may not agree, one must agree there is method and purpose to it. Also ANY officer can defect ANY car. You just have to know what the LAW is. It's not about who can/can not defect a car. If a run of the mill officer in a Divvy van knew the law, they are well within their rights to defect you and cite a VASS cert. Just give them the RWC, hand in defect - cleared and drive home. Just depends on the person on the day if they actually want to inspect it, but no, i wouldnt see a reason to require the specific things listed. Most places do them for that price, some cheaper ($65-$70) My overall pricing was 200/300 simply because id take a stab the car isn't 100% perfect. Most cars aren't. Steering rack leaks and so on are common. yeah, when i had a major defect...got a roadworthy after the time had expired so i couldnt drive it to vicroads, so i called up and i told them the situation and they said for major defects you dont need to bring your car in, only the papers. and thankgod i aint on the roads...this period there are tmu everywhere. Yeah cops defect alot of minor shit pointlessly, handbrake click stories etc. and the whole reason they pulled you over in the first place was to try and find something wrong with your car...but you can make the job very hard for them. You've answered your own question. The reason he's making you do it is that it's a waste of time and money, with the thought that you won't want to do it again (which you inevitably will if you put it back to the way it was.) Cars don't get VASS certificates when they enter the country, they get complianced. Entirely different scheme. As Juliette said - you were slapped with a VASS so that you were forced to either get it fixed, or pull everything off and have it taken back to a factory state. Hence the time and money thing. If you were able to just get a dodgy RWC, you'd never learn. They are trying to make you understand the law, but it seems like it's not going to work either So expect to get reported and sent for another VASS if you put all the mods back on again. $1200+ = expensive lesson not to learn for a car worth probably 8-12k Either get legal, or enjoy being reamed i guess... Well that and the other thing I've learned is that most are farking lazy so if you're driving in the right hand lane they generally cbf pulling you over unless you have some kind of attention seeking mod or are out for your arse!
