Does anyone out there know WTF is happening with the 15 year import rule? I was looking at trying to import a 15 year R32 Skyline from Japan but I've now heard that the rule is possibly being revised.

One possiblility is apparently that they'll change it to a 25 year old car, another is that the car can only be imported the day it turns 15 (ie not just the year it turns 15).

The govt has already wrecked the import market by introducing the SEVS compliance and now this?

Any more up to date info?

That's pretty much the only thing I can do at the moment (wait until next year, that is).

I would assume that it's going to cost me more then (cos everybody will be in a bidding war for the '89 models) but I'll just wait and see. Was hoping to pick up an ex-Japan R32 GTS-t for around $10K landed. My other option is to stump up more money and buy an R32 / R33 that's already been landed in Aus. Heaps of R33's around at the moment but they go for $15K and up.

My source is from the politcal/legislative side of things, the transport dept find out last, ask your friend he'll tell you how the politicians are wankers for giving info in on time. There is a decent lobby to change the legislation comming from within the industry with some assurances already given to them on the change. IF you don't want the laws changed then write to federal minister for transport (seriously do this they do take notice).

ELIGIBILITY CRITERIA TO IMPORT A VEHICLE TO AUSTRALIA

Vehicles 15 years or older – Part 4 on the Application Form

Vehicles 15 years or older may be imported to Australia without restriction. This means there are no ownership and use requirements and no Compliance Plate is issued. An Import Approval is required to collect the vehicle. Please note that the Import Approval is a Commonwealth government requirement and vehicles are not exempt from State or Territory registration requirements. You should contact the motor vehicle registration authority in the State or Territory where you intend to register the vehicle for information on their requirements.

Documents required to be submitted with the application form:

$50.00 application fee, purchase document, certified picture ID if first time applicant.

they are a 15 yr old car imported 14 years after it being made. (in respect to the month too)

But yer, if they change the law (which most likely the govn't will) then there will be a number of people stuck with cars over there that'll go nowhere.

If they dont, then people are gonna get some good bargains if they've brought now or in the past few months

One thing I've learned about governments is that they never do anything quickly. They are waiting until November to introduce the big 50kph default limit (in NSW), and this is something which will apparently save many lives.

I find it very hard to believe they would be changing something about the 15 year old import rule overnight. If you have already bought an '89 car in Japan, I'm pretty sure you'll be ok to get it on the road next year.

No, actually you need to worry about the fact that the compliancing is completely changed, they used to accept compliance evidence from just about anyone and most of the time just rubber stamp things and issue plates. Vehilces under this new system will be looked at a lot harder.

The Laws on15yr vehicles may well be changed before 2004, meaning that 89' car you paid to import won't ever be seen here.

BTW, legislation of this kind can be changed very quickly if there is no real opposition to it.

The Departments policy on 15 years old vehicle will be changing on 1 October 2003 all vehicles to qualify under this scheme must be 15 years old by month to qualify for import. In regards to any other changes to this scheme this section will not be privy to any changes until they are announced to the general public as the would be classed as cabinet in confidence.

I just got this emailed to me from DOTARS.

To those who have cars in Japan I hope you are prepared to wait a bit longer. PM me if you have a car waiting in Japan and was not aware of this rule.

Yes but try finding anyone in Australia that actually has a SEVS compliance plate for R32 Skylines. It's too expensive and too difficult to bother with for the R32's (especially since they are expected to come into Aus under the 15 year rule net year). So there's no guarantee that you could even get the car complianced.

In Perth at the moment there's only 2 or 3 places that actually can do compliance under SEVS and they only have R33 compliance registered. Oh, and there's one place that has SEVS compliance for Supras (costs $5000).

    • Bummer...yeah i "need" something to "ease" up the work and for my driving it would be enough.    Iam counting the tune "without" turbo. I do not mean "cheap" like something from Temu around 200 USD, "Cheap" is something around 1000 USD? 
    • Starter motors used to use the weight of metal (magnets) to provide torque. Now they use (more) current instead. This. It's completely normal.
    • So thing that had me stumped, but I think is OK....is that when it was up in the air, in neutral I had it running to bleed to coolant while I put the wheels back on. I noticed the rears were turning (slowly) which I'd never seen before 20250928_163512.mp4     Because there had been an issue with clutch slip due to pedal adjustment on the dyno, I assumed there was still and issue so spent some quality time upside down under the dash adjusting the pedal....but no matter what I did the wheels still turned in neutral. Even disconnected the master cylinder to pedal rod and same. In despair, I even removed the clutch slave so there was no chance of any preload causing it.....still happened. So either: 1. Something is not right in the bellhousing, or 2. Its a thing sometimes with cold, thick gearbox oil Internet says it might be 2, I hope so!
    • OK, few more things sorted and it is ready for a shakedown on 10-Oct, with one weird thing. Changed the run in oil and filter for the good stuff. 8l came out, about 8.5 went in with filter so that looks all good. Changed the starter (again), this time for a brand new one, works good. Interesting that the Taaaarks one is shorter than factory but spins harder, I guess electronics have moved on a little in the last 30 years. Will be nice to have a bit of extra space under there. Put the timing cover back on, and noted where the cam gears were set as a record.  Will need to double check the timing but it is pretty close. Also put the coil pack cover and intake snorkel back on. Exhaust Inlet Changed the water out for coolant, bled up nicely. Removed the rear brake pads (well worn factory sumitomo ones!), gave the hardware a good clean and reassembled. I've put bendix XP on the back again because the price is excellent at $150 a set and they worked well on the V37. Front pads have plenty so no issue there
