Or does he have money now and is just avoiding paying it back. Your mate needs to figure this out, talk to the guy, say "We agreed that you would pay back minimum $500/fortnight until it was fully repaid, you are not meeting your end of the agreement, why?" and if its a bullshit excuse call him out on it "Saw you shouting beers for everyone after work last night, where's my money man?" This is why all agreements need to have a non-payment clause, whether it's upped interest rates after a certain timeframe or something, the person needs an incentive to pay it back... $50 isn't worth losing a friend over, $20,000 is more than enough for some people.
