If it was running before you replaced the pump, it's odds on that something in that area is the problem now. Are you sure the new pump is physically installed properly? I've done this job a few times, and it's not the easiest thing to seat in the bracket. If it isn't in properly, and if the tank level is low, it may not pickup any fuel. Are you sure you plugged the cables back in properly? What fuel pump did you install, and did you have to redo the wiring (ie to fit a Wahlbro or similar pump)? If you've reversed the wire polarity the pump will run, but you won't get fuel to the injectors. Can you hear the pump start running when to turn the ignition on? Get someone to help so you can get your ear in the boot. If you've got someone to help you, you can remove the a fuel line (feed or return) from the fuel rail, and turn the ignition on - you should get fuel flowing (preferably into a container, not over the engine). If you are competent with auto elec stuff, you can hotwire the fuel ump fairly easily, so it runs all the time. -
Where are you? I have an R33 GTST compressor & mounting bracket, along with the hoses & condensor - basically all the engine side bits. I'd sell the lot for $50, but they are in Adelaide and I don't want to pack & ship them to make $50.

Oil was either Mobil 1 0W40 or Castrol Edge 5W40, and the sump was overfilled - I think almost a litre extra. -

I haven't read your whole thread, so apologies if you have done oil control work on your car. Our track car has remarkably similar specs to yours, including the HG 21u Highflow & power level. We've broken the HG turbo twice in the last 12 months, both times bearing issues looking to be caused by oil starvation. The first time it was suggested that the oil cooler might be restricting oil flow enough to affect the turbo, so we removed it. The second time we decided it was most likely to be the oil pump sucking air during hard cornering, as the oil in the sump sloshed around. Have now put an extended baffled sump on, and fitted an oil return from the back of the head - will see what happens from there. If you haven't already addressed oil control I would give this some thought. Our Turbo also now has a CBB core. -

Is the width critical? I have 6 of these rims - 4 of 17x8 & 2 of 17x9, offset is 38. They are a great fit on an R33 GTST. They are in Adelaide, not NSW. If you don't find any locally and are interested in these, let me know. I'd sell 2 x 8", or a set of 4, or the lot.

Was the balancer bolt loose when the mechanic looked at it? I can't tell from your pics if anything else was damaged. If the crankshaft isn't bent, I think you could get another keyway cut 180 degrees out, and refit the balancer (also 180 degrees out). It wouldn't take much to redo the timing marks on the balancer. The balancer has nothing to do with the cam timing, other than stopping the timing belt drive cog from moving in & out. The only things that keyway does is to locate the balancer so the timing marks are correct, and to stop the balancer turning on the crankshaft.

I reckon something was in the keyway, otherwise the balancer would turn on the shaft but wouldn't do that damage to the keyway. Maybe they lost the original key, and replaced it with something else that was a loose fit in the keyway. OP did the balancer come off, or what was the symptom that got you to have a look / take it to a mechanic?

I'd read the date on that sticker as the 16th December 2019, but this wiki page - https://en.wikipedia.org/wiki/Date_and_time_notation_in_Japan - suggests that your interpretation is correct - 19th December 2016. I'd be inclined to go by the kms travelled, but if the US is like Oz the reading on the odometer may be incorrect.
